This memo describes a framework for the development of an effective middle class agenda that is focused on restoring middle class success. This framework meets three major challenges currently confronting policymakers in designing policies for the middle class: (1) a battered middle class that has suffered significant blows to its confidence and wealth; (2) new rules for middle-class success; and (3) deep public skepticism of government.
