Modernizing Our Intelligence Force

Abstract

This module proposes creating a program modeled on ROTC to train a new generation of intelligence officers with the skills needed to defeat the threats of the 21st century.

Description

This module proposes creating an Intelligence Officers Training Corps program modeled on the highly successful ROTC program used by the Army. Penetrating terrorist cells, insurgent movements and rouge countries requires a new generation of intelligence officers with new linguistic and cultural skills. The need for more officers who understand Arabic culture and language was highlighted by the 9/11 Commission, but agencies have been unable to significantly increase the number of recruits in this field. Third Way’s proposal would create a college scholarship program for students who are willing to study these languages and cultures. In return, these individuals would agree to serve a set time in the intelligence community.
