American families are spending more on gasoline and home energy than they did eight years ago. Middle-class Americans have made many trade-offs in their lifestyle and deferred their aspirations because of these high costs. Congress should offer two new tax breaks that will give consumers both immediate relief and the incentive to afford near-term investments that will reduce their energy consumption in the long run. This module lays out the problem of high energy costs, outlines how to respond and provides suggestions to roll out your plan to the public.
